Well making it for those who failed to be a captain is a great idea, it is done in real life with driving license.
And second proposal i hope it was a joke;)and you know what will be dome just everybody will be in guard system shooting for license and selling it like codes.
All together i think it can take a bit of the load {less reports maybe} it is always fun to blow a BS with a bomber but when you are alone you do wish that person wouldnt be in this big vessel.
On the one hand - if this were a private server where you controlled access to who had a password to play - then this would be a great idea, whereby only those people who passed your standards of excellence got to play and participate.
On the other hand - since this is a public server, it's still a live and learn kind of thing. Just as you can lead a horse to water, but you cannot force him to drink - the server announcements are made frequently. I know that other than coming here for the first time just to see what the rules were, I played online for almost a month before I ever bothered to make a post on the server. No one ever complained about me during that time - least of all the Corsairs that I was feeding when my freelancer was hauling food into Crete and smuggling artifacts into New York. :lol:
On the gripping hand - it's Igiss' server. Since he's already said (based on other posts) that it will remain open to the public - there's not a darn thing you can do. When these guys violate the rules, talk to them politely. If they persist, then file a sanction report. If they then choose not to play by the rules, the Admins will take care of it.

Idea is great, but really to much work for admins... We should rather setup a tutoring network. Every one of us should be on the look out, for novice players and give them advice, whenever we can.
Also, everyone cought with an OORP type sanction, should be by law required to report to a tutor. Talk to him reevaluate his understanding of rules and such.
Basicly each new player would get a personal mentor. Anyone up for that?
Let's get this in to an outline.... everyone who winds up getting sent to Bastille, needs to find a mentor. The mentor is then responsible for that person and after about a week he/she needs to respond to the sanction thread, with a report weather the player is fit to play or not.
