Well.....The storyline with Gallia, so far, as been that it is this uber strong power house bent on revenge that is advancing now into New London. At the same time the Gallic player base that populates the Gallic factions is the weakest in number among all the Sirius Houses.
If you want to increase play in the Gallic sector... it boils down to making that sector more Profitable trade route wise. If you can earn credits there at a slightly faster rate than say Liberty-Bretonia...then people may be more inclined to do Transport runs in that sector, which will attract or give other factions in that sector something to stop or protect. The more traffic a House has....more pirates...more cops....more of everything it will have.
Once you have earned money trading in the Gallic systems....maybe you like it enough to buy a ship to defend it. I just have never seen enough TRADE activity in Gallia and until that happens, you wont get people interested in playing in that sector, as beautiful as some of those systems are, if no one ever goes up there, and if there is never anything going on there, no one will ever want to play there.
Buff the Trade routes internaly and out of Gallia as a way to attract players up that way, and that may result in people playing GRN more, without having to discount the ships.
Giving a discount on ships means I can power trade ore somewhere other than Gallia for an hour and buy a discounted GRN ship, but that solution does nothing to solve the overall emptiness of House Gallia.
If cap-piracy rule would be a thing, I'd welcome this all arms. But if we start seeing capships insta killing traders in those frontlines, that would be bad.
Something that could also help to represent GRN as "the big bad guy" numberwise would be:

Combined with "cheaper than comparable other ships", this could also solve a big issue that Gallia has always had: they had few, but nearly always very skilled players. Adding "sword fodder" on their side would make it possible for less-skilled players (of whom Liberty has a lot more than GRN) to win sometimes and keep trying to become better.
P.S: Do you guys remember the "GRN ships for nearly free" promotion when Gallia was added? I remember it worked back then. So... I guess this idea could work as well.

Sporadic discounts that cycle through factions would be an amazing benefit to factions that are struggling to build an indie base.
Perhaps this could be a faction perk? ALTHOUGH I am strongly against making factions have to pay for help.
This. I could see it being examined quarterly, based on how many factions and ships are logged. For instance, say 2018 Q1 sees a increase in Gallic capitals and what not, but Order is dropping sharply. Q2 Offers discount to Order, and then BD and what not is getting stagnant - drop their BS prices (and smaller discount for KSP/KNF ships as well) to boost activity.
I guess this will have bigger impact with capital ships than fighters. Though I guess there isn't a shortage of LNS/BAF capital ships to face them anyways. I'd say this change sounds nice but as Henderson mentioned - it would be even nicer if they offer a restart closer to the front line as well.
Capital ship piracy should not be allowed, as far as I see it. It makes it possible for people to solo pirate of off the player list to easily. Piracy in disco should be, at least in my opinion, a collaborative effort.
As a transport....if you run into a Solo pirate in a fighter, you still feel you have a chance, when this same pirate is flying a Scyla destroyer and camping the same lanes day in and day out, it does nothing but drive people away from the game. But this is a whole different ball of wax than the "Fixing" Gallia issue.

I don't know if you want to increase the number of people in Gallia or just the number of people playing gallic factions but here's my two cents:
The discounts would affect mostly the 5k transport then everything above cruiser, as I doubt most players don't have enough money for fighters or gunboats by now.
I think the root problem with Gallia is the fact that there's no reason to be in it in the first place. There's no traders, as such there are no pirates, there are no pirates, as such there are no police/navy players. Also, as far as I know, there are no mineable fields in Gallia.
Back in the olden days, Gallia had SOME players because of the code weapons it had, which were among the best in the mod, I could go on about how codes aren't relevant anymore but I won't.
Gallia is atm a vicious circle, people don't go there because there's more people, and more people won't pop up because there's nothing there to do. Gallia also doesn't have anything to stand out with, it's a new, non-vanilla house, it's not going to benefit from the popularity of vanilla houses.
Here's some points:
1. Make gallia more economically profitable, either add more trade routes, add mineable zones(might be a problem, because if I recall correctly, gallia has mostly been mined out?).
2. Make changes to the game which encourage you to travel through gallia, such as a trade route which has the shortest route through gallia, or just overall make it a necessary place to travel through in order to get somewhere and create bottlenecks along the fastest travel routes so that pirates might exploit them with the limited population we have. Needless to say, make the short routes short enough in order to be attractive despite the added risk. The original houses were made in such a way that if you wanted to get to one of them, you'd have to travel through at least another house, bottlenecked by 2 border systems in gallia's case, it's completely secluded, and if you don't specifically want to go there, you don't even have to, and you won't lose anything because of it.
3. Add unique(and desirable) items that are purchasable/can be found only in gallia.
4. This is going to be funny, but I'm pretty sure there's at least a few people playing a faction only because they like their ships/guns look and for no other reason, make of this what you will.
5. Events in gallia, especially ones that would benefit from buying ships off of your discount, say something that requires big guns, in order to give people a valid reason to actually buy them and use them as well.
6. Create some reasons for people to keep using said ships instead of trashing them after the initial event is done.
