I'm sorry, I thought I was elaborating on inconsistency/ambiguity in Outcast and Nomad "diplomacy", which seemed to me to be the topic of your question. But if it wasnt the answer you were looking for I'll discuss it with Lyth in pm.

Better not mention word "probation" , last time i mention that word with meaning to remind probated person to not get him self in to trouble , i got accused for treat with sanction and got Warning Level up by 10 % , go figure . . .

Afaik, it should be that nomads view all Outcasts that are actually cardi-dependent as neutral until provoked.
The other way around, however, is more of a grey area as not all outcasts follow the generations long belief, which even then wasn't followed by many, that the nomads are a sort of patron to them.
