Well, miss Carter, im call this as agreement, and mister Locklear was nice, but in fact it a "shut up and hear, kid". In short - Port Reys should not open bays for Hackers, Rogues, Outcasts and Unioners, if we want not see "Judicators" knocking in our doors. This is why we consider individually every request. As long this is not much bother business, we dont want choose side, this is why Reys family agreed be neutral.

Huhm, I see. Well, as long as the Legion's been leavin' 'ya alone so far, thanks 'ta the agreement, I may jus' go ahead an' let that sleepin' dog lay jus' where it is. If it becomes an issue with one'a the groups ya'll have barred access to, an' they start makin' threats, we'll cross that bridge when the time comes, I reckon.

At the end of the day, I figure yer priorities Mister Reys lie in what's gonna keep Port Reys safe from harm. I'd prob'ly be jus' as cautious in yer shoes, which is why I'm more willin' 'ta help others maintain an' supply their bases than try an' build my own!
