Similar feels. Also, how would a pirate correct a mistake or how long would it take for him to be able to use this on the same targets are questions that pop in mind. I also see the possibility of some people just "holding on" to "friendly" /pay requests to block new ones.
On the other hand, people with low rp tendencies would have one less excuse to make no requests - while people with more rp tendencies would have one more excuse not to.

This seems like exaggeration and judgment on whole group based on meeting a couple of new and inexperienced pirates, who most likely can't converse in English well.
I have met a dozen of great pirates on my trade ship. I have met a dozen of great traders on pirate ship. Few bad people don't make everything bad. And if you think so, well, you should be more open minded and more considerate.
