INFORMATION ABOUT THE GROUPDescription of "Liberty Separatists" Group's name:Liberty Separatists. Group's classification:Unknown group, not dangerous. Description: Liberty Separatists (or “Battlegroup Harmony”) is the Liberty Revolutionary Movement, which mainly consists of former Liberty Navy Fleet or Liberty Security Forces officers. Based on the media and rumors, the EOS compiled approximate information about this group at the end of the Second Gallic War, but later the information lost its value and was archived. Because of that, EOS don't have any information about location of any strategic stations of this group.
The revolutionary movement of the Liberty Separatists resembles the actions of the “Hellfire Legion”, which, in turn, advocates a revolutionary change in government and navy. The motives of the Separatists are allegations that the Liberty fleet was "infected" by the Nomads - this is what led the EOS to begin an investigation. Separatists fleet, as already mentioned, was created on the basis of Liberty officers or agents of the Liberty Security Forces. It is logical to assume that the Separatists exert effective pressure on the fleet and security services, where are those people who, as a rule, are familiar with those who joined the Separatists. The main name "Battlegroup Harmony" comes from the Liberty battleship "Harmony", whose captain (Victoria Knight) are rebelled, organizing the separatist movement. This movement was fixed in the Bering system, from where it is now conducting its actions.
One way or another, the EOS marked Separatists as possible allies in espionage in Liberty, if the information about the infection of the Liberty Navy Fleet turned out to be reliable. However, after the formation of the Confederation and the end of the war, it was decided to cancel any plans to build further diplomatic relations.Strategic facilities list:
Any Separatist ships must be regarded as Liberty Navy Fleet or Liberty Security Forces ships.
Any capital ships of the Separatists are regarded as a threat to the Confederation and are prohibited in the space of the Confederation.
EOS members are allowed to enter into negotiations with the Separatists, if they do not violate the laws of the Confederation on its territory. At the same time, membership in the EOS should remain a secret.
EOS members can use weapons against the Separatists or to protect them. The determining factor is the situation during which the weapon must be used. In this case, the use of weapons is permitted only on the territory of Gallic Confederation or the worlds bordering Gallia.
Any diplomatic negotiations should be a collection of information about this group and nothing more. The creation of an alliance with the Separatists should be discussed with the observateur.
Notice (1):The search for information regarding this grouping has a higher priority than the establishment of diplomatic relations in the future. Notice (2):Since the building of diplomatic relations is carried out with the permission of the observateur, in his absence permission is issued by the commissaire. If both are not - see "fall scenarios". Notice (3):Any policy changes with the Liberty Separatists will be reported.
INFORMATION ABOUT THE GROUPDescription of "Corsairs" Group's name:Corsairs. Group's classification:Hostile group, dangerous. Description: Corsairs - an organized criminal group that is not inferior to the outcasts in the confrontation over the territory of the Omicrons. Due to cooperation with Gallic Kingdom (Royal Enclave now), which was discovered during the battles in Bretonia, EOS noted this group as hostile. Due to the inability to deploy The Council forces in Bretonia on an ongoing basis, EOS does not possess information about the strategic objects of the Corsairs.
Despite the above factors, the Corsairs did not remain unknown to the EOS, if talking about the structure of their society. Corsairs community are controlled by several influential personalities, almost the same as in Malta. Based on this, it is logical to assume that the corsairs also have opposition. The main source of income for this group are artifacts that are smuggled into Sirius. The reason for the prohibition of artifacts in the Sirius Houses was their direct connection with the Nomads. It is known that the main source of artifacts for the corsairs is their home planet, which they call Crete. It is currently unknown whether the corsairs have other sources of artifacts.
Corsairs have almost the same aerobatic skills, like outcasts. It is assumed that corsairs have the most extensive experience in warfare. One of the factors of this is the direct need for survival through the aggressive extraction of food, which is not so much on their home planet. There is a place to be and combat experience associated with the constant battles that corsairs lead on several fronts. Compared with outcasts, fighting are vital for Corsairs.
In connection with the transformation of Gallia into the Confederation, as well as the withdrawal of Council forces back into the Republic, EOS curtailed all projects related to Corsairs. However, collecting information about this group is still a priority. In addition, the question of whether artifacts should be prohibited in Gallia is still under discussion. Strategic facilities list:
EOS members should consider the Corsairs ships as spy ships of the Enclave.
EOS members are allowed to enter into negotiations with the Corsairs. Moreover, negotiations should go so that the interlocutor leaves the space of the Confederation. Membership in the EOS must remain a secret.
EOS members are allowed to use weapons against corsairs in the space of the Confederation or in systems bordering the Confederation, excluding the possibility of negotiations.
EOS members are allowed to provide armed support to organizations that are hostile to corsairs. Ongoing cooperation with these organizations is discussed with the observateur.
During negotiations, members of the EOS should give priority to the collection of information.
Notice (1):The restriction of the stay of the Corsairs in the space of the Confederation is a priority. Notice (2):Since the corsairs are in another part of Sirius, the priority for further checks has been removed. Notice (3):Artifacts should not be regarded as smuggling until the Confederate government decides. Notice (4):Since some actions in politics are conducted through an observateur, in his absence, an authorized commissaire should deal with this. If both are not - see "fall scenarios". Notice (5):Any policy changes with the Corsairs will be reported.
INFORMATION ABOUT THE GROUPDescription of "EFL Oil & Machinery" Group's name:EFL Oil & Machinery. Group's classification:Unknown group, not dangerous. Description: "EFL Oil & Machinery" - a Gallic Corporation, founded in 234 AGS by Fernand Bastien. The main reason for the foundation was oil deposits, which are currently the main source of fuel in Gallic sector. Given the corporation’s presence in Gallic space for an extremely long time, EOS has known all EFL space objects in the Gallic space.
EFL are the largest shipbuilding company (despite their main goals), completing the construction of space objects and it's maintenance. The emergence of personnel for the construction of space objects (and it's maintenance) is due to the fact that the EFL was able to absorb several large Gallic Corporations at the time of the 440 AGS that possessed these personnel. EFL are economists and their actions are associated with the development and further monopolization of the Gallic market in the field of oil production and shipbuilding (as and in Sirius). Thus, the position of the EFL regarding the Enclave remains uncertain. At the moment, the EFL is neutral towards the newly formed government.
In connection with the formation of the Confederation and the end of the war with Sirius, the EFL are of particular value to the EOS and the Confederation as a whole. However, long and close cooperation with the Crown in the field of military contracts at the time of the war with Sirius is the main argument why the monitoring of the EFL should take place until the destruction of the Enclave.Strategic facilities list:
EOS members should consider EFL ships as civilian ships of the Gallic Confederation.
EOS members can enter into negotiations with EFL ships. During negotiations, all EFL ships should be inspected. Membership in the EOS must remain a secret.
EOS members should support EFL ships in case of danger or act as an escort for ships of this group.
Any negotiations with the EFL should be non-aggressive and aimed at collecting information on the activities of the group.
Any development of relations and any operations with the EFL must be approved by observateur.
Notice (1):EFL is extremely important for the Republic and EOS. Gathering information about EFL and improving relationships through negotiation are priorities. Notice (2):Any established fact of cooperation between the EFL and the Enclave must be confirmed by commissaire and/or observateur. If both are absent - see "fall scenarios". Notice (3):Since development of diplomatic relations is carried out with the permission of the observateur, in his absence permission is issued by the commissaire. If both are not - see "fall scenarios". Notice (4):Any policy changes with EFL will be reported.
