Perhaps Xenos should have a slightly modded Civilian shipline then? Nothing drastically stat-wise, but scarier and more red-neck looking? Besides, if the Zoners are happy to give the ships to a well known terrorist organisation, I'm sure it's not that much of a stretch to assume they'd be willing to hand over parts which can have numerous more innocent uses.
i say the more the better. if you can design ships that will suit our needs. hell why not i love my xenox.

You know, I could have sworn I m Rdy made a Xeno ship already. It was a Mk II Starblazer, named the Colorado Blazer after the wing of Znoblazers that had been terrorising the system when he made it.
It was a Starblazer with a different texture, a few more wings and a little bit bulkier. I remember he placed the CD slot so that there was a 50/50 chance of disruptors not firing, adding to the haphazzard feeling.
Personally I do like seeing factions like Xenos and Unioners in Civi ships. It seems most of the civil rights movements ships used civilian lines in SP. Xenos, Gaians, Golden Chrysanthemums, Farmers' Alliance, Unioners, LWB. The only ones I can think of that didn't were Hessians and that other movement in Rhienland that starts with B, which use Border World ships.
But, it seems like all those factions are starting to get their own ships. GC have theirs, Gaians have their GB, Unioners have their ship. And personally I'd be happy to never see another Xeno Eagle... so long as their new ship is easier to kill in a Werewolf. But that's my biased opinion as a Rogue.

As for the shipyard, it wouldn't be anything near Baltimore or Norfolk. Hell, don't even think it would be called a shipyard. I would mainly be a base capable of holding about 8-10 small ships within it, and a few on its mooring points. Since the Xeno's aren't that well funded, it would be a while to keep that stock of ships at its maximum most the time.
for supplies, another source is that Librety is the dirtiest house in sirius, and you don't have to be a junker to recycle space-junk! loads of metal at your fingertips! plus some half-built components!
make a really, really rusty, scrappy texture/model if you are going to make one,
oh! make a gunboat that looks like a scrappy modified armoured transport, with 2 GB turrets, all the rest class 7 and lower, the kunker bombers are getting bored
Though... I would sigh a longing sigh for a pirate transport that we could use.
But to be fair, the concept of everyone and their mom getting their own "shipline" conjures a frown onto my otherwise smiling face. All the moreso when applies to the Xenos.
I believe that I speak for a large swath of folks who slap on the ID when I state that we do not need, nor want, a shipline.
