Pick a pirate faction (such as the Lane Hackers, Outcasts, Corsairs, etc.). Do a ton of missions for them until you get your Guard reputation maxed. Find their Guard system, buy a <enter pirate faction here> Guard ID. Buy your capship. Works the same for BHG.
Note that Pirate Guards still can't pirate in any ship larger than a gunboat. They're for defense and war, not catching traders.
