The Upholder is a Liberty Lawful vessel. It's use is restricted to the LPI/LSF/LN baring special circumstances or requests. Those IDs are not allowed to pirate outside of special circumstances, such as smugglers.

Sorry forgot to mention, I didn't intend on pirating at that point, like when I got navy guard IFF and ID, I would practically join the navy (not the player faction but yeah)
or is that bad RP/breaking rules too
EDIT**
Nvm, tooo much trouble to go through all this.
You also need to consider the reactions of the pirates around you. You won't be the only pirate in Liberty of course, and the Liberty Rogues, Lane Hackers, Xenos, Outcasts and even the Junkers may not look too kindly at someone flying hostile technology. You simply can't just defect and expect your once enemies to accept you with open arms, you're more likely to become hostile to the entire of Liberty.
Xenos aren't really terrorists as such... that's more likely to be media propaganda. Xenos call themselves the "Knight of Labour" and are fighting against outsourcing of labour to other houses. They're just as unlikely as the Rogues to accept a defected cop flying an Upholder.
Think about what happens to cops who get sent to jail.
