Well, as far as I can gather, these forums are hosted by iPipe in Russia - on a dedicated server I imagine. Other than that, I don't know anything about how they're run.
I'm looking to upgrade the bandwidth for my leased line, so that I cannot only move Discovery UK over to a proper line for server hosting, but I can also keep all my sites consolidated in one place.
Myself, I'm against resetting the forums. There's too much useful information here, and the top software is definitely between IPB and SMF. It just kicks everything else in the teeth so hard. . .

I don't really see the point in "cleaning up" the old forum posts, as many are still useful to this day and (for people like me who have nothing better to do) make it possible to see how Discovery progressed from point A to point B. Plus restarting the board would make a few members very sad, I bet. (They invested so much time in growing their e-peen/post count!)
Plus I like IPB, regardless of whether we're running the latest version or not. The errors we've probably all gotten by now are (I believe) related to host-imposed limitations rather than issues with the IPB software. Invision has some neat features to it as well, as Ventana already mentioned. Just because some of them aren't in use doesn't mean that they're not there.
All in all though, set up as it is, the board works very well for me. The same doesn't go for everyone, I know, but that's just my two cents. (Or .01 euros for those of you more familiar with that currency. Darn you, euro!)
