I believe the theory behind it is, since Liberty is at war, it would be hard to get the Navy's Upholders. So, LPI engineers used wrecked LIbbies and Guardians to slap together a bomber.

It's not so much the design as how the pieces are joined together. I can tell from looking at your picture, how your faces join together that they aren't joined correctly. Your mesh should be one object, not several. Simply placing one object inside another doesn't mean the two objects are now connected.
It's a common mistake though, I think.
Believe it or not, but kit-bashes can actually be harder than building a model from scratch.
The LPI board of directors found they had a surpluss of patriots and, using the leftover SWAT guardians that were being mothballed, the engineering corps welded them together, strapped on a torp and a CD tube and made themselves a bomber they didn't have to buy
Nighthawk, I corrected lots of the verticies and edges that wern't lining up correctly, hopefully thats an improvement
Bass, while it would look more unique with some changes, it doesnt fit the idea of how we got the bomber. I am making small changes as I go to help blend them properly, to try and give it that 'uniqueness', while staying as close to the original design as possible

Could you angle the wings down a bit more? I get the feeling it might make it look better.
Other than that, it still looks like your faces might not be lining up properly. These are the areas of concern that I can see from your pictures. Do you see how the faces don't connect properly?
It's fairly good, but I think it looks too much like the Guardian/Defender. The Torpedo Tubes (if they are the Torpedo tubes, I'm just guessing here) are too close together and too near to the cockpit for my liking, and I suggest moving them further apart, maybe positioning them under the wings. The problem of it looking too much like a Defender isn't really a problem, and since a lot of bombers are just slightly altered fighters in terms of appearance (See Roc=Eagle with Torp Tubes) I don't think many people would mind.
Anyway, as Nghthawk said, fix up those faces, widen the Torp tubes' distances from one another, and you've got a bomber I'd love to rush those damn Liberty Rogues in!

In all honesty, the torpedo tubes look like some freak dropped his pants. They're too low and too close together. Tighten the distance between them and the hull, and move them out towards the winds a tad.
Modify the cockpit. It should look like a bunch of armor was welded on after the fact, since it's a bomber, and Patriots just don't have enough to survive without said armor.
As Catie said (:P), needs more angled wings. Other than that, yes, thumbs up over here.
