Asymmetry is not evil. The extended wing vs. the bulky tower offers a strong difference in this design over a more symmetrical one. It begs the question "why a wing and a tower, why not two towers or two wings?", which allows for scope of roleplay beyond the norm. For example, the tower could be a second observation deck, to keep all those birdwatchers from littering the bridge. The wing could be an external, mobile moor for a secondary scout vessel, keeping in mind the Resheph's reconnaisance roots.
I look forward to later versions of this, if you continue it.

No. It looks cool, but no. The Order already has a heavy gunboat and a light carrier with a battleship shield (albeit with a limited armament). The Resheph bridges the gap between these two with its agility and smaller profile (for its class). Keep in mind that the Resheph is also a recon cruiser and as such should not be designed to take punishment from bombers and other capital ships, but to be mobile and hard to detect.
If anything I believe this would be a nice replacement for the Geb if you stripped some of the antennas off and bulked it up just a little bit. As it stands now, the Geb can take quite a beating, but is unable to really return one.
