I have to ask, why does everyone go to Bretonia? Really, I want to know what makes Bretonia so special as to attract:

Buccaneers
[Pheonix]
and now Aquarius?
All these amazing proxy groups which, in effect, do very little at all when they could really be helping out the actual NPC factions. Excuse me for being very, very blunt, but, I don't want any, at least not in Bretonia. Get off my lawn. Have it start somewhere else. Have it start in Liberty, the business capital of the sector, where everything starts and everyone goes to start businesses because it's freaking Manhattan. "I'm going to Manhattan" is the slogan for having success in Freelancer, for Hood's sake.
Or, you could join PFI corp and act as a Water Mining division. You know, they actually DO mine gas, contrary to popular belief. Look outside Harris and Perth. Asteroid miners. Mining asteroids filled with water or solid gas.
EDIT: Oh, yeah, and the Mandelorians are here too, but they were here first, so, they get rights to being awesome proxy groups.

Well, originally, we were never really that close to Bretonia, it just so happens that it's simply easier to pop up there from a the distant system I described (Delta Aquarid). I'm essentially RPing that the 800 years of humans being in Sirius along with the vast amounts of space (are they Ion?) Have polluted and made everything somewhat reactant.
I say that we became powerful because unlike Bowex or Gateway, we haul something that everyone needs. That or Oxygen (which someone could RP doesn't contaminate the water or something similar).
I'm really not one to say, we're going to be ultra-active, heavens no. But, it's something more or less when a player doesn't really know what to do -his friends aren't on yet- they can jump on, take some pics, and write a nice little RP about their findings.
If you all had to agree on one house to put this in, which would it be? Personally I'd like to just have a devoted system, but that's not going to happen:P
So let's hear it.
If it cannot be Bretonia, then where?
Note: Please not Liberty, I really despise being there. Perhaps the Sigma's? and be allied with the GMG?

Start and operate are two different words. Starting in the business capital of the world is something that only makes sense. Lots of capital, lots of stupid would-be investors looking to get lucky. It's THE place to start, but, never the place to continue.
Start operations in places that have Water that are rather local, like California and planetside, then move a little farther out, like Manchester, and then out a little farther, like Omega-3, Edinburgh, and Tau-31, and then we'll get to present day, where we're prospecting throughout Sirius, into the far Sigmas (Hiran, contracting Samura), Omicrons, far Taus (37?), far Omegas. Who knows what hidden treasures are strewn throughout Sirius?
I really didn't mean to seem so mean, but, operating out of Bretonia makes no sense. Beginnings and operations are really something different completely. Starting in the house which has the least capital at the start of the exodus, arrived the latest, and was generally the worst off in everything (it really only has 4 vanilla systems that are Bretonia systems. Edinburgh and Dublin are more border worlds. In fact, I would have made Omega-3 a Bretonia system before I ever declared Edinburgh Bretonian.....
EDIT: Oh, yeah, and everyone carries water, all the time. Look at NPCs. Gateway and BowEx in Cortez both carry water all the time. Same in the Omegas.

Well I still think that trading water is nice for RP, different from the original trade factions who only trade for profit, maybe just make some changes to the background story.

C'mon, Bacon. You know what makes Bretonia special. You helped make it that way, after all. You, me, and everyone else who's helped craft Bretonian RP into what it is have turned Bretonia into the RP capital of Discovery. I would love to see other groups do the same thing in other houses, but don't get upset when people want a slice of our awesome Bret RP. (That's not to say that other places don't have awesome RP, too... I'm just partial to Bretonia.)
I'm not sure what you mean by "proxy group", but it seems to be implying that we're a less serous faction that doesn't contribute much, and you'll have to excuse me for being a little insulted by that. Please correct me if I'm wrong. The Buccaneers were conceived to be a part of Bretonia from the get-go. Myself and some other Bretonian players saw what we thought was a gap in the unlawful community of Bretonia, and we filled it. So far, it seems to be working rather well.
Please keep in mind that Bretonia (as well as all of Disco) is a community effort, and not just your private playground. If someone has an idea that they think could work out well, then don't criticize it just because you don't like their choice of location.
