Ryoken's words do have a hint of truth to them, come to think of it. The Kusari hate us. They are invading Bretonia and threaten to kill us all and make our stations go boom. I think we should be able to pirate Samura/Kishiro ships at the very least, especially in Bretonian space.
Seeing as the point in those ID restrictions was to stop the rampant powerpirating fad, I think that adding a small "*May pirate Samura/Kishiro inside of house space" line to the ID wouldn't kill the purpose on the former line.

Well if the Junkers had paid attention we might have done that, but the rampant abuse of this has led us to think that it's better to leave out the exceptions to avoid any confusion at all.

Makes a lot of sense. If a Junker is able to be seen engaging in piracy in house space he's doing something wrong. There are still many ways to profit from piracy whilst maintaining an air of innocence.:sleep:
What about places such as Alberta, Yukon, Kansas, etc. Technically they are Liberty House space but no one can really say they hold any control over such places. What say you?

Hmm are we still allowed to just kill Kusari? NOT pirate,but just kill em,as Junker's,and Kusari hate each other,and If they come into Bret space,even BAF would not complain if we engaged them.
