I use Wyrms more than Krakens myself, since I prefer to take potshots at people rather than spam unholy amounts of damage into space.

Looking on the numbers of each type there is a room for making new weapons plasma or particle. That said there first needs to a be a place for the new gun. We are not making a new gun just for the sake of it. And certainly not for zoners or junkers so that every other fella can get to use them.

both Fury and Barrger SUCKS. They can be used with results, but from personal experience i can just as well use civvy guns and make it throught.
and IF you want to restrict things, just make junkers/zoners WHITE on the chart with most if not all factions... its not a big deal as allies of either faction would in most cases get the guns. Those who dont have a valid reason WONT.

So rather make them civilian. The original plans can belong to some faction but they would be manufactured all around sirius. Besides, peeps already cried that they need something else than flashpoint lassers to use on generic fighters.

Following your logic then there should be no weapons at all. Oh and no transport guns either. I mean, the corps aren't fighters, they don't need them anyways. Actually, just give all transports no turrets at all!
As for the spending money on research, Junkers are constantly researching for new equipment. The CSF and the Recycler are a testament to that. They needed something with a bigger punch.
Then again, I really don't care who it goes to. I really liked my background on the super-welder thing, but I'd like the gun to go in one way or the other. Make it civilian if you must. Just give it a decent speed.
actually, we got civvy particles, no matter what you say, godesses arent THAT bad, their quite effective, but you should have a decent aim, so more particle guns arent that needed.
BUT plasma is... i mean, i have only seen Union Corse, GRN, LN and sometimes RM/Hogosha use them, and even then its rare cases as most of the other guns they can use is way way better.
Truth is...
a low damage (450-500 hull, 225-250 shield)
decently refired (3.03/4.0)
distanced and fast (700m/ 700m/s)
high energy using (164-179)
weapon, is NOT that hard or difficult to add into the game. Why?
Debs are more effective at shields
They are not that strong, most faction guns is better
They aren't overpowered, but are adding that final missing brick in the civillian line (Yes they need something that gives them the right to say; EAT PLASMA YOU SCOUNDREL)
You know what non-House groups have a pair of guns? Corsairs and Outcasts, who have really fancy ones even (Ok, the BHG and Order do, too). Following that trend, the Red Hessians could very well develop a Plasma gun from fighting all those Rheinlanders with them. They have a 5.88 Laser gun, so the obvious answer would be a 3.03 Plasma gun. As they also have many friends, it wouldn't be trapped in disuse.
Particle wise, I'd like if the Purple Goddess was rebalanced and made in class 8 guns and class 4 turrets, as well.
And to make it so I'm not just talking at random, I'll come up with example numbers for the plasma idea. Either something like 685 damage, 146 energy (slightly less efficient than the average plasma with Disinfector 3 type damage) or 580 damage, 120 energy (somewhat more efficient than average but Flashpoint-esque).
Or something, I just know that Plasma is neat but not around enough.
