First, a well flown PTrans against a gunboat isn't a gank - it's a tough fight. That's one area we were having issues with recently - the unlawfuls flying in a group of PTrans and actively seeking down the lawfuls in their gunboats, and then killing them.
Second, one of the current dirty tricks being pulled is that people will, if they time right, disconnect while they're in the jump gate / jump hole. Then when they come back, they're way off in the distance, thumbing their noses at the person that was chasing them. So that sounds very purposeful to me.
Third, those drop cargo / destroy ship options are available to us. We tried them for a while, remember? And people that weren't trying to escape from pirates were being punished when they'd accidently disconnect. (You have people just flying along, one of them disconeccts - oops...)
As far as fines are concerned ....
It's like any punishment. It has to mean something, or you might as well not bother.

Sure, it sounds fishy. But as Virus said, he offered you to continue where you left off.
Also, it happened to me too already that my game crashed while I was jumping. I can confirm it can happen unintended. Yet I didn't have to post anything since noone was around and no RP going on.

Things happen. Perhaps I'm sitting from a mucked perspective, given that my computer is prone to dieing with relative frequency, but the truth is, there are bugs, and there are hardware problems, and there are wireless routers which suck, and that occasionally get reset by a family member seeking a better connection. How much does letting a transport go hurt you? a little bit of charity wouldn't go amiss.

During normal times even 64kbps line is enough if you are not fighting and no downloads are going on.
And during huge fights and everything 256kbps should be enough.
I use 256kbps one. No problems except occasional lag
He offered to continue, that means he offers you another chance to pew-pew him if you want it that much. So I don't see it as a F1 to escape from destruction. And about the huge sanctions people get - I don't mind it, if they don't break the rules they won't loose anything.

Totally agreed.
It already happened to me that a fuse went off, ISP went down, overheating and such things which can just happen - that's life...
