Rogue NPCs have been present in Shikoku since Vanilla Freelancer. So Rogues, npc and player alike have all the rights they need to pirate within the southern nebula of Shikoku.
Baltar, I think you've gone a bit overboard there. While there is no problem with Rogues in Shikoku, the idea of Rogue destroyers roaming Galileo taunting the navies of Liberty and Kusari to combine their efforts and wipe Cassini out. Instead the Rogues should, you know, pirate. Doesn't take a fleet of Cruisers to pirate people. The fleet of Cruisers just attracts attention, which is the main thing Rogues should be avoiding. The Rogues are not a military, they are a pirate group.

Why are the Liberty Rogues in Kusari again?
Maybe a better way to phrase it would be, why havent the KNF kicked them out yet?
If everyone wanted to remove a certain type of NPC everytime they got attacked and destroyed by one, there won't be any left in the mod.
No NPC will be removed. Space is harsh and unforgiving, especially for an unprotected transport.
It's not the NPC's fault that your ship can't handle their patrols, it's yours. Just because they're NPCs doesn't mean they should whizz around and do nothing.

Since when does Kusari work with anyone, and I think both houses have more important issues. Such as Rhienland and Gallia/Bretonia. War is for profit, and there's nothing profitable about invading the barren radiated wasteland Cassini will soon become.

Regardless, I don't remember seeing too many rogue GBs in Liberty to begin with, so why are they flying around in Kusari. That makes no sense.

The question isn't about fairness. It's about good design - of which vanilla npc placement is not a good example at all. The only reason you haven't seen an overhaul of npc's is because it is a ton of work (I started...sorta, but didn't have the free time for it)

Nope, but there were plenty of Rogue NPCs there. It's been 18 years since Vanilla, and we've advanced a long way. Give me a reason we couldn't have Gunboats there? It's only a short flight away from the base from which they are produced.

Then you're not looking hard enough. There's a spawn along the Manhattan > Fort Bush lane. There's also one around Alcatraz.

I don't know if you noticed but a lot of things from vanilla have been changed or outright removed.
Mind you, I know that the state of Rogue npc's in Kusari is not terribly important one way or the other - I was trying to argue with this idea that you and others have, that certain aspects of the mod are 'sacred' and cannot be messed with.

I'm presenting an argument as to why the Rogues do have Gunboat and NPC patrols in Shikoku, and you're ignoring my requests to present a reason why they shouldn't. In fact your only reason so far is because vanilla doesn't make sense.
On that note, take the Galileo route. The Galileo entrance to Shikoku is safer, and instead of gunboats that shoot first and loot later, you'll just have to part with a fifth of your cargo to get past me. :laugh:
