There is no rule prohibiting the accepting or completing of bounty hunting contracts while using a Bounty Hunter Guild Core ID or capship.
Please refer to individual contracts and faction bounty boards to see their limitations concerning the use of capital ships in completing their bounties.
While true, Capitals using the core id cannot operate in House space. Thus, it becomes a lot harder to collect on bounties for Bretonia, Liberty, and Rheinland.......in their respective house spaces.

*Blanket meaning bounties other than those assigned to a specific target, such as assassination missions.
This means if you're not an official faction, you need to get an official faction to post the bounty and they'll be responsible for it.

I would think the balance here is obvious. Since the BHG ID is prevented from taking a bounty from any unlawful/non-lawful, they have no need to prove themselves, and, as part of a guild of completely lawful mercs, are most likely already registered somewhere in-rp.

Are these rules still in effect? Mainly Rule 8 and the issue of Reavers beinh hired by their ex-targets. They are hostile based on previous actions yet still are hired by: RHA, 101st. That is only few instances I know where they changed sides.
The rule seemingly exist to prevent people from switching sides every day like shooting for Gaians today, for Mollys tomorrow and for Queen Carina's tip toe the next day; the Reavers are the faction and their change of side is more a faction diplomacy than a bounty board rules-related issue.
Keep in mind, they are professionals, mercenaries who kill people for those who pay more; it's a totally valid way to play a role of $_$ diseased.

For the Reavers, yes, it's totally valid. For those who hire them, not so much.

Valid pretty much for both sides of the deal. Hessians (for example) hired the most effective mercenaries working for their enemies by offering them more; since when it is considered wrong to kill two birds with one stone?
