There's a little line on top of the Tech Chart that says "Civilian House Tech here indicates freighters and transports." So, House Civilian Tech is only the Transports and Freighters of each house, anything else (Combat Ships & Guns) are Military/Police. With one exception, which is the Tiger Shark - Rheinland Civilian Light Fighter.
So I don't really see why this thread needs a pin when it's already said in the Tech Chart itself.

Because
1) newcomers really tend to miss small-font, not color-accented line in huge tech Chart they see first time, and
2) many newcomers tend to get a Freelancer ID as their 2nd ID in the game, and then those brave of them who dare to learn the Tech Chart can't in their right mind imagine that only guns that can be freely used with Freelancer ID is Zoner's. Especially if they didn't ever saw any Zoner base yet.

Is Tiger Shark civilian (="Sirius-wide") or Rheinland Civilian? 'Cause it is Rheinland Civilian (=>House Civilian) by the description. Kind of contrary to the tech chart, which says: "Civilian House Tech here indicates freighters and transports" and obviously Tiger Shark is none of them.
And there is nothing about Tiger Shark being an exception written in the chart/rules (or am I blind?). Don't want to risk a sanction.
Tried to deduce by checking which player groups use it (links here) but got even more confused. (Communists, Gallic PMCs?).
Update: I've read this, still no clue. Found something like this:

When a faction is noted in the name, it belongs to that faction. If it simply names a house, then it is that house's civilian. If it says civilian and designates no house (such as the Eagle does), than it is Sirius-wide civilian.
But it still does not clarify the contradiction ocurring between description and that tech chart statement.
