Well, here's the thing... I own Omicron 100, Black Squadron, and the ZoI in Omicron Minor. I believe it was SpAz that requested to use Omicron Minor. Use it? Sure, if you have Order tags and IDs then fine. Control it? Sorry mates, can't do it. Stick to the rules of both systems and we won't have problems at all, maybe even hit allies eventually. But even if you do become official, you won't get control as Bs| owns Omicron 100, and with that the ZoI in Minor. Just how it is around here...
The reason (in my eyes) that there is the one clan per NPC faction is to prevent abuse, whorage, civil wars (cough), ect. What would you say if 15 official Corsair factions popped up with only the two Outcast ones? We'd have new faction tags flying around the server everyday... It just really isn't worth all the time and stress it would cause to not only the Admins, but all the players as well. Ya, ok, there are quite a few Outcast and Corsair factions that are official. You may get lucky with the Order, you may not. Ya never know...
The control is not what we're concerned about, if our clan got off the ground we'd either
A. find an unoccupied system to call home.
Or
B. Use Minor with your consent.
We're not powerwhores so operating from a system we don't own doesn't bother us.
We wouldn't make rules or take control, hell we'd probably help you enforce your laws, though we'd be conducting our own operations.
Most likely we'd only stay until we found a suitable system of our own.
As for the numbers
Put a limitation on it, like 5 or 6 clans to a faction, so people at least have a variety of clans to pick from if the slots get filled up.
Its actually not that stressful with the creation system they have going on.
If a faction is filled up and someone send an application to start another one, simply say "sorry, all the slots are filled" and do it in such a way that it doesn't seem like your saying "You're new here, in thus I'm better".
One clan per npc faction is just too one sided and really not all that fun.
You can always go the 'unofficial' route. Disadvantages are no system owning (not usually possible anyway if your parent faction system is already owned), and the Angels won't recruit for you. Advantages are the fact that fewer people bitch at you unless you're really messing things up (flying OORP ships or being a pain to the 'official' faction, or generally piss-poor RP), and you don't require admin-approval. Going unofficial is often a good idea until you get your RP worked out and people see that you ARE RPing, and not just YANF. But if you ever want to make it official, you need to make your faction somehow different than the other player faction... Carbon-copies with different leadership and possibly slightly different policies don't cut it, you need to show how you'll actually add something, rather than just fly under different leadership.
For example, there are three official Outcast factions. The 101st are the Outcast Guard, defenders of Alpha and Outcast space. The Reapers of Sirius are the offensive wing of the Outcast fleet, though they seem to often end up defending Alpha when the 101st aren't active. The Blue Lotus Syndicate are the smugglers, we haul cardamine throughout Sirius and keep our drug trade moving smoothly. Three separate Outcast factions, all notably different. However, the 101st own the Outcast Guard system, they have the ZOI of Alpha, so they technically make the rules. Luckily we all pretty much get along anyway.
If you want to be an 'unofficial' Order faction, go for it, just don't piss off the Black Squadron. If you want an official Order faction, come up with the RP why you exist, what your purpose is (beyond killing and researching Nomads, all of the Order does that, and the BS already has the 'normal' Order goals covered), and why you really need to exist.

First let me start out by saying that any rules that exist here in Discovery were all put into to place as fixes to problems that occured time and time again. They were not rules that were instated as arbitrary regulations right from the start. Nor were they put in place to deal with an issue the first time it happened. The same goes towards the guidelines for faction creation.
There is no set rule that there can be no more than one player faction per NPC faction. Like many have already stated, and you seem to understand, there just better be a damn good reason to create another one. We do not want clones of existing player factions here. Faction membership is hard enough to maintain.
Now the guideline that you be here for a certain amount of time first (5 months is not the rule) is not an attempt to be elitist. Its simply an attempt to keep the legitimacy of our server in tact. We here pride ourselves on RP, fair play, and the overall cohesiveness of the factions within it. Like it or not, you do need to develop some sort of rapport with the rest of the community before adding to the faction pool. It is difficult enough for the admins to deal with unruly individuals let alone unruly "official" factions. This is the only reason why we do not permit brand new players from starting factions. Basically in order to lead a faction, you need to be responsible for the actions and RP of your entire faction. We just want to make sure that folks starting a faction will be able to do so. Also the faction needs to fit in, so to speak. A brand new player, in most cases, is not able to judge what will fit in and what wont. Again, it is no way intended to be elitist at all.
Honestly, I don't know why everyone wants to lead their own faction... It can be a huge pain in the arse a lot of the time.

They would create their own, and be their own leaders, and farewell to RP.
I believe every House Faction (RM, BAF, L. Navy, KNF) should have at least 2 clans.
1 elite (like RM), and the other one that accepts everyone, even noobs.
So, if someone new wants to join Rheinland military, he could join and learn.
If one faction is strict with accepting new recruits (elite, there are lot of these), then another clain in the same faction is not such a bad idea.
But 5,6? Sorry mate, no need for that.
