That's uhh, rather incorrect.
Liberty never owed Interspace any money, thus the Lanes were never in Interspace Control.
And Interspace relinquished control over the lanes in the other houses in return for tolls, which ran out a good 100 years ago.
All Interspace has to show for it is immense amounts of money and the stations in the Capital Systems.
Interspace monitors the Lane network, to track insured cargo, but they in no way shape or form own any part of it.
The respective house governments hold ownership of them.
Of course, this raises issues in the border systems of who pays for the repairs, but I guess there hasn't been reason to ask, yet.

Don't think so. Let's take Gallileo and Kepler for example: The lanes close to the Kusari gates are owned by the KNF, the others by the LN, so the one who owns them has to pay for them. At least that's how I would see it and I assume the situation in other parts of Sirius is similar.

Yea, lane ownership is typically the closest house. And can change rapidly if military forces make a move here or there. But I reckon Ageira/DSE still have a monopoly on gate/lane maintenance in Sirius (not Gallia - this could become interesting with Ageira getting competition on the lane/gate front)

I think the houses probably -Could- perform very basic superficial repairs themselves, but probably aren't willing to. After all, the cost to replace them if they buggered up would be immense.
Gallia is well... Olol Junker Theft. I'm willing to agree that perhaps they managed to develop it themselves, but developing it off of stolen parts it's just poorly thought out and altogether dumb.
And, with Gallia's current aggressive stance towards Sirius, Ageira doesn't have a lot to worry about in the short term on that front. Though, EightSix events with Kusari will be... Interesting.

If you are from Ageira Security division and catch someone shooting lane rings, even if your ID doesn't explicitly allow you to make him go/pay for the reparations, you could do it. It's all about RP.

RP never trumps the rules unless all of the parties involved in the RP agree to it.
In other words if this guy had demanded reparations because the Xeno shot a lane, the Xeno could file a sanction against him for piracy.
Take a look at the Reavers, they requested a target pay them more than the bounty was in order to let the target live. The Reavers got sanctioned for it.

In response to your second post, it's been Illegal since vanillia, actually.
And seeing as I don't see, or have been directed to, any announcements stating otherwise, I'm assuming it's still true.

The wiki isn't fact.
The fact is that no where in any of the house laws does it state transporting gate/lane parts is illegal.
They didn't have to change that status to prove you wrong. They proved you wrong by pointing you to the Kusari Legal Codex. As I am referring you to the laws of Liberty, Rheinland, and Bretonia.
If you want it made illegal, do some RP legwork.
That doesn't mean you'll see me (or OSI) hauling them though. Kinda ooRP to dock to an Ageira base and buy a good that they really wouldn't sell to me.
