It's PvP abuse when a ship flies to a base, then sits there and refuses to dock, so the aggressor has to sit there and wait, or else they risk being sanctioned for staying in the system.
Also, it's unfair at Battleships such as the Isis in Minor. One reason the Keepers and Wild don't want to play with the Order is that they keep fleeing to the Isis and just sitting there.
Happens at the Derby in Leeds between the KNF and BAF forces, and a number of other places.

I mine a lot and NEVER saw a miner who had escaped a pirate returning and shouting :"you go against rule NoXX and oorp blabla" etc.. BUT i often saw pirates leaving then , wait somewhere and come back later to have revenge...

Same can be said from hostile just lingering in the station defense perimiter because of the sheer impotence of the station defense cannons. Someone equip bases with more then pulse guns and peashooters? Please?
As for a target hanging around the enemy base: Provided you're smaller and more agile then your target, use those defense cannons against your target. Simply make sure that the target is caught inbetween the heavy guns (preferably BS razors) and yourself. Blam. Target down. Works wonders with heges that just won't dock.

Personally I think if someone flees to a station (without docking) and refuses to attack the enemy, there should be no pvp-death and aggressive can leave to pirate again.
5.6 Fleeing in combat counts as a PVP death. Fleeing is:
a) Docking with a jump gate, station or tradelane;
b) Moving more than 10km from the fight*.
*Unless the fight has moved to within 3k of any station.
If Pirate chases Miner to Essex for example, and the Miner is within 3k of the Essex, the Pirate can leave, and it's not counted as fleeing.
Much better idea.
