That name does not have to have any relation to the political figure, especially judging by the fact that their career didn't exactly leave a legacy to be proud of for ~1000 years.

I think the difference that Tokyo, London, and Toyko are also the largest cities in the country, while Washington isnt.

I may be totally mistaken though, I didnt look up the populations.

Maybe washington got nuked in the alliance/coalition war, or New York had just become capital long before they went to Sirius?

New York also is a state. Same way Planet Houston is not called Planet Texas or Planet Denver is not called Planet Colorado, they chose a different name for the capital of New York as well.
