It's full of stupid. Way more stupid than any6where else in sirius. So just forget it exists and go somewhere else. The first step to sorting it out there, is simply having less people in the system. Perhaps tell a load of the miners how to mine in the omegas.

There's better mining elsewhere, just everyone goes to Dublin because it's where everyone is. That's the only reason it's so popular.
Make some uber-profitable mining in Gallia with selling point also in Gallia. It will bring some sort of activity to that place and save Sirius at the same time.
I have a solution, but you're not going to like it... lock down Dublin for a week. We did it with New York just not for a week. Issue with when we did it with NY was we locked down the center of Sirius.

Seriously, I really would approve at least one more selling point for gold ore in Gallia, however, I think they just take Dublin by force and throw out every lolwutter :)

What about tougher Molly/Corsair/Outcast NPCs in Dublin instead of just locking it?

No need for system lock, the only reason why there are so many people there is the "Gold Ore". So to fix the Dublin problem, we need to fix the gold ore problem. I would say , if the admins reduce the gold ore prices from 10199 (in detroit) to 6000 and from 9800 (munich) to nearly 4500 , people will have 2 choices, stop mining, or not mining that often and doing trading more. That will have an effect and more people will go to trade and pirate in different systems, because the traders will be moving, not sitting in 1 system only.
When the gold ore prices were 18200 in munich, people were concentrated on Pirating, because Mining was taking too long and 1 mistake costs 50M . ( a cargo of a hegemon with thath high prices = 50 000 000 ). So before were good from a point of piracy, now its good from a point of mining , its fast and medium proffitable.
Reduce the prices for the gold ore and leave the drop rates of the "gold ore" same.
