Well it seems safe to assume that they can manipulate gravity to a fine point.
I mean they can replicate a gravity of approximately 1g on stations, a much stronger, limited area beam for tractoring in cargo and wrap a ship in a gravitational field strong eneogh to stop a limited yield antimatter explosion and asteroid impact of anysize.
I would call that a pretty strong ability to manipulate anti-gravity technology.
If you read Issac Asimov's books, you would know some very cool theories about gravitic engines and stuff. I already started a RP story for a ship that will only use gravitation force fields to move around Sirius. I did some research and it looks like this thing is already being researched in the real world.

No it would still kill the pilot, I think you are getting inertia and gravity confused. If you are floating in zero g (inside your ship) and your ship slams into an asteroid you are still going to break your neck (if you are strapped in) or pancake on the windshield (if you are not strapped in).

If you guys are going to treat gravitational fields same as magnetic fields...
Then if you have materials that can interact with the field efficiently - you can shape the gravity field to almost any you like. You can flatten it out and have it biased towards one side, call it "up".
You could use special materials to direct gravitational energy away from a central generator, something similar to a graviton shield generator.
In fact - why not make station gravity the inverse of a graviton shield generator?
A graviton shield would have a central generator, and conduits of special material to project the force across the outside of the ship.
So the inverse would see the conduits attract matter to it, drawn in towards the antigravity generator that is working to reel it in. Such conduits would be laid in the floors, operating at relatively low energies over relatively large areas.
High-energy, small area? Its called a Tractor beam...
There is your start point, but from the reading you will need to look deeper into gravitation, rather than just the theoretical particle.
Sure this is a game, but its a sci-fi game. And the best sci-fi looks at what we know now, and draws a line for us to follow into the future.
If that line is broken by bad or missing science (eg: Plutonium mines on Okinawa, or Gallic Oil), then the more knowledgeable player is left scratching his-her head, or having a laugh at the amateurish efforts of the writer.
