Cloaks replace CM's, so anything with one can mount it.

When your cloaked-

-Shields are down
-Weapons are off
-You consume fuel like MOX and H-fuel at about 1 per second. 100 units, 100 seconds. If your a border worlds transport with 3500 MOX, you've got enough to cloak for a good while.
