nomad NPCs need their CDs

As i remembered by default each NPC have 3 CDs in 4.85 ,at least was some challenge against NPCs. And if you think find players for chellenge? So guys ready to search them in infinate space:(

NPCs had infinite CDs actually. It didn't matter how many were in the cargo, they could still fire CDs.

I think NPCs should have CDs, but seeing as you can just EK and cruise, and then even npcs with CDs will not disrupt you, who gives a fuuuu

The difference is that those who want NPCs to have CDs are the definite minority.

I think Guard NPCs should have CDs. Regular should not. Sometimes its really breaking RP.
