Bethlehem station in Pennsylvania can get you a Zoner ID as well.

Hm. Only yesterday I had to get to Freeyport 2 to buy zoner ID. Double bribe I successfully gave at Bethlehem, but could not to buy zoner id. Was out of sale. I quite sure of that. May be, some strange bug...

thanks, to double birbe i need to drop the rep, and now there is no zoner npc to kill, so i was confused how could i do it.

You can try doing GMG missions or dropping GMG rep and bribing them again.

(shrug) I saw many Zoner NPS. In Pen, in Tau-29, in Baffin. And there are many ways to drop rep with zoners. Quite fast is to shoot zoner depots near FP6. More inRP then hunting on zoners in O-74, I suppose.
