Actually... In the real world, bounties are higher when the bountied is brought in alive. I think, if the person whom was bountied was willing to RP it out being captured alive, the payer would pay more than the price for him dead.

Uh... That... uhm.... may have.... been me.... i know several times i brought my cruiser to liberty i got either excellent RP, or ganked. Both i expected so no biggy there.:P
The problem about nobody wanting to play police factions is 1st weak ships, second they
always get lower level on the hierarchy scale than the military, and turns out military can command them and tell them what and what not to do, was in the RFP know what I'm talking about.
If you force them to dock (on a prison or anywhere else) then they are subject to the same 4-hour timeout as exploding the ship. However they will have to undock in order to leave the system, and you'll see them do it. Fiction-breaker. Also a lot of pirate types don't have a capture mode, its run or die with them.
basically the idea is untenable unless its scripted on both sides

Well, the pirate wouldn't actually dock. If we was willing to cooperate with the RP, it was usually that he would be either shot outside the jail or just oorp leave, dock, logout for a while and say he escaped if he's back in space later on. So no, this is not untenable. It happened many times and it wasn't scripted. People back then were a lot more willing to RP the cons and pros of their chars many times. Though granted, in some cases it was, "you'll never take me alive coppers!" which is the stunt i usually pulled.. but uhm.. with more sparkle and shine to it, of course. hehe :P
