You're attributing a lot of reason, patience, objective decision making, and respect here in the forum,.....that doesn't exist.
Many changes have been made and are still made by the Devs and admins and at times, altered because of violations to mass use or misuse of that change. To get the Devs, Admins, AND the whole community to agree on any one point would be a miracle, the likes of which humanity has yet to see.
They do all the work, and we either deal with it, or just don't use it. I found that out the hard way.

- asking for a tech from the parent faction is primarily good manners.
- official factions were NOT free to grant their tech to just anyone in 4.85
- even if ... e.g. keepers granted GB turrets to ... lets say - the Order| ... the order would NOT have been allowed to use them, because THAT would have been a "SRP" - which is closed and unavailable
what we have to agree on is:
- are the technerfs a GUIDELINE ... or are they a REGULATING the mixed tech
now what exactly is the difference?
a guideline is kind of a "soft rule" - you can violate it - but you are slapped for it ( nerf ) ... when it is meant to be a stand-alone regulating instrument however - it would need to be MUCH more servere.
an example:
when it was a guideline
- own tech is 100%
- allied tech is 95%
- white tech is 75%
- red tech is 20%
when it was a stand alone instrument
- own tech is 100%
- allied tech is 80%
- white tech is 40%
- red tech is 5%
to REALLY discourage the mixing of tech. the above is JUST a concept / a theory.
anyway - even if it became free for all .... personally. - i would still ask the parent faction to use their gear. and if i RP to steal it ... i d ask them ooc.

First you said "You can use whatever you want, as long as you have faction permission".

From my perspective as an admin, I felt the whole point of the tech auto-nerf was that admins wouldn't have toi sanction people for tech violations anymore. I do also believe that closed factions without Indies, who have their own tech line, those ships should be regulated by the faction I guess. I am not sold on it, but fact of the matter is, as long as we have closed factions, with their own NPCs and shiplines in the game, there will be differences between the closed factions and the open ones.
I personally see the following as the best situation in my opinion.
Free for all with open tech. Anyone can use open tech and take the auto nerf.
Closed factions (ex CR, HF, ROS, Wild) should stay closed in terms of tech permissions. Although I dare say, I wouldnt mind seeing an all or nothing system there, where if a faction chooses to give out tech, it cant control who gets it, or the faction chooses to not give out tech at all, and no one gets it.
Either way, the CR did something they were told explicitly not to do, and they did it in a way that was meant to cause problems for the players who had used their tech before. This is not the behavior we expect from official factions here.

Why can't a faction control who it gives it's tech to ?

Yes. And from what I remember, this was the plan all along.
People are allowed to steal sttuff from Factions acording to rules. If a faction thinks the player is not meant to have those tech they will hunt him or talk him out of using their tech.
If my above reason is right...... . People can steal stuff from anybody? SO limiting it for closed faction tech makes no sense to me. Its Just the indies that are not allowed by closed faction(i think). So their tech could be still sold in the black market.

How can you steal a ship if the faction does not even allow you or anyone not belonging to it, docking at its bases? Sorry, but thats flawed.
