Most cities seem to have at least an armed police force. I'd expect primary military areas to be defended very well but the fate of planets is likely heavily decided in the space combat phase of an invasion, with precision armed groups going in to strike down resisting military personnel after a siege.
After all, it's pretty hard to occupy a country much less a whole planet.

Tanks are getting more useless in today's warfare, why build a very expensive vehicle, when a far cheaper weapon can destroy or render it useless? But I will concede that the force multiplier effect and fear factor the armoured vehicle has is immense.
Ooh a Marines commodity? I could RP as a military armoured transport:) And then inflict horrible, yet a beautiful symphony of men having their blood boil in space when my ship decompresses... voluntarily or not...:P

I would imagine it to be somewhat similar to starcraft.
Wings of Liberty does show an attack on a planet (although you could say it was a disastrous one)
Once the war for orbit is won, the attackers then have the challenge of dropping troops... no easy feat... some sort of drop pod would be needed to drop troops and gear.
