I feel less concerned at the image I present to a minority then what image Kusari has presented to a majority, it has been rather stifling.

Come to me as a new gov't wanting to negotiate a treaty then. Don't keep restuffing the same Samura doctrine our way.

And don't talk about there being a war if you are freely coming in and our of our space and we aren't stopping it. Clearly there isn't one.

In Lore, Kishiro is...but as yet, I've not seen much out of that group to be persuaded that there's much in the way of actual player representation of that...Which may be the smart position if the Lore is to be continually updated, and simply letting the Devs run kusari is a feasible option. Saves work on the Kishiro faction's part.
