It was stated that neither the Starflier nor the CSV would get their cruise speed buffed because they're just starter ships. I should go digging for a quote to back me up on this, but that means I'd have to make an effort to look for stuff. Just take my word for it that some dev said that the Starlfea and CSV are 350 on purpose.

Yes it's on purpose. Fearing abuse issues with too high speed. (i.e. use for code looting), sure you can use some other cheap LF, but that's still a bit different than a starting ship.
