This should be at least examined by the Development team. Huggie is not asking for anything crazy - just a balanced yet functional cloak for Nomad factions.

1. I believe that the effects of cloaks are hard coded and using them all requires tight regulation.

2. I know of the following cloaks (I mention this because when I last checked Disco Mod 4.86 screwed up on cloaks).
