if anybody remembers all the moaning when Massdrivers models were presented, it was clearly stated that Outcasts could keep their Sabres at 100% for all eternity.
Yea, BW tech at 100% and Civvy at 90% makes sense for the Outcasts - and is already as it is now I believe. Remember, they already have ships that are native tech: The Tridente and their heavies. Configuration doesn't need to change because a few snubs are added to the native tech.
