NPCs have an armor scale applied to them (ranging from 0.5 - half hitpoints, to 16 - heavy hitpoints, and even an infinity scaler). It is however, not mountable equipment and doesn't show up as an item while scanning for it. So, already implemented this.

The templates for that armor scale are present. I'm not sure if they're currently assigned to any NPCs.

No... Just no, it would be fun if you were wanting to spend a long time fighting the npc's but the majority of players will never want to spend that long doing that, and if players did want a longer fight just rp a 1v1 battle or somthing, if the pilots are an even match it should go for ages...
