My favorite place to RP at the moment is in Liberty as a Liberty Rogue. Its quite fun actually and I don't mind the ganks as much.
I was in Kusari earlier, and the tradelanes seem to still thrive. Plenty of pickings for someone of a piratical bent.
I think one of the issues people face in Kusari is one of overwhelming force. When the KNF log on, it's usually in something much bigger than anyone else can handle. I might try running around in a Kusari GB again, because that was always fun. But yes, I've lost track of the number of times a KNF battleship pops up in Kyushu or Honshu and I say "Sayonara" and split.
That said, these days my outcast gunboat is probably in the minority, compared to all the destroyers and battleships that the Houses would have to deal with.
The other issue is the history of Kusari pirate/quasi-lawful factions. On my traders, whenever I saw Hogosha, I expected to die. Whenever I saw a Blood Dragon, I expected to die. If it was AFA, I expected to die horribly. Golden Chrysanthemums were generally reasonable, and more open to conversational RP rather than pure monetary/exile demands.
If the above pirate factions reduced their demands considerably, and worked on making each encounter both heart-thuddingly tense, and still enjoyable (for both sides), Kusari would lose its semi-toxic reputation.
I'm saying this from experience that is several months out of date, however. I could be way off.
As for Kusari it goes as this: Hogosha can no longer pirate in House space, similarly to the junkers.

Blood dragons were rarely pirating in all of my time here, including the time I had in ]bd[
KNF indie battleships are rare, and in [KNF] there are like a total of 3 of them that are never being used anyway (KNF got a new Battlecruiser)
GC is pretty much the same.
All in all Kusari is dead since mostly no one bothers to pirate there (which really puzzles me since there are plenty of traders there) thus lawfuls rarely log in.
Some jumpholes were moved due to trade balance issues, Like the Cambridge->Leeds JH, though only on the Cambridge side. (You could get from Magellan to O-3 in no time that way).
Also, if you're a molly and you want access (or alternatively to stop being shot by the Molly POS) you can simply request to be added in the allowance list in a designated communication channel - just add a screen shot of your ID
