what can one say about it..... ? - its all guesswork, innit? - one can state that they have no use to rebuild it aswell as stating that all the staff is no more that may be able to reconstruct it.
the most plausible thing is - that the ship would STILL be build in liberty and sold there - along with the spyglass. - what idiotic goverment would pay a tenfold for the developement and simply abandon the effords, cause some prototype was stolen. - even if the ship was never intended to be build in great numbers.
imagine that - someone steals one of the prototype of the comanche from the USA. - will they abandon all the effords they had with that thing? - and what must one do to make them abandon it - bribe or kill ALL the people involved?
the dreadnaught is the pillar on which the liberty navy is build on - but they must have had a reason to build the osiris, too. - leaving the project is not believable at all - but its a decission that was made by igiss. he did not give liberty the option to still purchase the spyglass and the osiris - its a decission, and we either take it as it is - or we allow exception ( oh, what a nasty word in terms of getting a foreign factions ship )

Its probably not going to be worth the headaches in the end.
We can always assume that the new Liberty Carrier will be the next logical step in the Osiris line of ships that the navy produces. Perhaps there was a major flaw in the Osiris (poor armour?) and the navy decided to come up with another design which would solve the issue.
