So if a pirate ask for a donation from a zoner and it is not given is it ok for the pirate to blow them up without getting sanctioned. I always saw the zoner ID as a ticket to easy money.
You can be reported but not for killing a zoner. You can do that, but be prepared to deal with the consequences. AKA you better not dock on any freeports for awhile. Be weary of any BHs around. Be ready to explain to your faction why you alienized a source of important supplies, etc....
Now, what you could be reported for is asking for a donation. Asking for a donation is not the same as pirating. And the rules do state you need to make your demand before killing him. *Not saying I would report but there are people out there that would, nor am I saying the admins would sanction, in fact I highly doubt they would. Nor would I expect them to, since its such a silly thing, but some people are report happy...

Just thought i'd post these so people could see the changes I intended to make to the Zoner ID (plus the new Zoner Guard ID).
However, Zoners may be pirated by all means, and the Golden Chrysanthemums often do pirate those with Zoner IDs because they are generally too lazy to bother getting the Zoner tag, or even registering with the Zoner Council. This, to my mind, does not make them a true Zoner and thus they get no protection from their ID. If they have the full Zoner ID and tag, then I will usually let them off by insisting on a 500k goodwill "donation" to my faction. If they actually roleplay as a decent Zoner, then I will usually let them past without demanding anything at all.
The only usual exceptions to this is if Zoners with ID and/or tag are running Diamonds and Niobium. If they are doing this, they get taxed 1 million credits every time we catch them regardless, as we do not want the Diamond/Niobium trade to continue and it does not help our organisation at all.

So why doesnt this work for Junkers? People will pirate a Junker then go land on our bases. Then when I tell them that does not make sense they say other Junkers would not care about me. Doesn't make any sense to me at all. If as a Junker I were to kill an outcast I would have the wrath of every outcast on me and be told its oorp to then go and land on an outcast base.

While I can't speak for junkers since I dont have any junker characters... I'd still say they are OORP to dock on the station in front of you. Some people claim that junkers are a tight nit organization, and will protect their own. I'm not sure though, maybe an expert in Junkers can clarify things.

It was more of a rhetorical question to point out a problem I have noticed. All my characters are Junkers and everything I have read about them says they stick together. I have found though that people are quick to forget certain aspects of RP when it affects them personally.
For the Harvesters. Zoners are now case by case. Some are eaten some are assisted and still others are ignored till they become a commodity or a problem.

If Harvesters are on station they aint ever leaveing if they docked. After attacking a Junker.//in RP of course.
2nd; if you pirate anyone, ANYONE, zoner, junker, corporation trader, and their bases are near you and not shooting you you are ooRP.
3rd; if a trader has a Zoner ID but no tag I RP that they have a stolen or hacked ID. If they threaten sanctions I blow them up (after demand)because they obviously do not visit the forums very often.
4th; Zoners (tag/ID) that I meet I will ask for a donation from, but if they refuse I let them pass, unless they're jerks and then I have a "weapons malfunction" and I desperatly need credits to fix the problem.

Agreed; Zoners who aren't tagged as such and are trading, especially in House space, can't expect immunity 100% of the time.
However, whoever does choose to harass them should definitely play consistently and not have any cooperative interactions with any Zoner entities, at least for a time.
Let it be known, though, that pirating a Zoner in a system with a Zoner base, especially when near said base, is likely to be very much frowned upon. And by "frowned upon" I mean that you will be hunted down and destroyed.
