They're there for the people who already worked it. And those people aren't running their cruisers in LPI, they are running them as part of a house Navy.
Police factions are the starting point for lawful noobs. Expecting them to buy cruisers is ridiculous. They dont have the money yet, and grinding for cash just got MUCH more difficult with 4-hour timeout for everybody. Seriously your average Penn trader running Helium and Neon is not going to make it past 2 weeks with this system. They arent going to last the time it takes to acquire EXCESS funds that they can make a LPI cruiser, when they wanted to do something else.

You're forgetting that everybody's starting point is powertrading/mining. I'm sure they could get a cruiser quickly enough if they put their mind to it.

Hello gentlemen. Let's not chaotically throw around complaints.
...That was coming anyway, many transports are already having a CAU8 or so mounted which gives them a chance to escape a pirate while they should not escape that easy since Space is Big and Dangerous ...
That Cau8 is necessary to escape from the Cau8 Gunboats, mm. Also, bear in mind that not every trader is grinding towards a Cap8 Battleship. Time is money, too, so you lose more money by being locked out for four hours rather than the value of the cargo.
All in all, I'm glad this is a trial and not something long-term. Could we actually get a fixed time within which the new rules are being tested?
I think this "think of the new players"-argument is sort of invalid, because those players would be just as dead when faced with a bomber, gunboat or even a fighter - perhaps they might even have a bigger chance of getting out of a slow-turning lone cruiser's CD-arcs, I won't be the judge of that.
So yes, it's going to make trading more of a challenge for mid- and high-level players, also when you have your armored 5k transport, in which you have grown accustomed to be sort-of-safe in, at least against the lone pirate.[Edit: Naturally the omitted exception will put a limit on all traders, new and old, but the rules regarding not engaging players below a certain level still stands, and there are so many good commodities and routes to pick from these days too. It will be an added incentive for the power trader to choose a 3600 transport and a Freelancer ID, so he can trade what he wants and go where he wants].
I think it would be a great opportunity for Police factions to branch out, as they are super cool and got some nice features, and now players can choose them and also have pews (in the case that the amount of pirate capships goes up) instead of having to join the navy to shoot at turtles, for instance.
Powertrading - Related to powergaming, the practice of repeatedly performing a trade run for profit rather than roleplaying reasons, and not responding to any RP by other players (pirates, other traders, etc.). A person who does this is a 'powertrader'. Not against the rules, but bad form.
I posted earlier in this topic description how I'm "powertrading". Maybe you don't know, but not every player using 5ker is a powertrader.

Anyways, I guess those pirate caps there will create activity and pewpew on both OC and IMG/CR/Gallic side, so it might have some positive aspects, too. (Not to mention all the House Militaries will have fun in Bombers)
