Galleon example is bad. A pirate could pull up alongside and take out everyone by boarding. That isn't really possible for battleships in space. You would have to get a shuttle in and then kill at least a platoon of house trained soldiers. Unless you had enough money to buy that many troops and shuttles you could buy an entire cruier without risk. So what do you think the pirate would do? Buy the cruiser of course. Its a probability of 1% that any pirates could take over an entire battleship AND get it away from the ships shooting at it...
And other players CAN enforce the no pirate BS rule :D. If I see a person pirating or claiming to be a pirate on its pirate char that isn't part of an actual pirate faction which could possibly have a battleship or two, I will destroy it (or at least try, depends on the person's aiming skill.).
At least, I guess, you could make several movies about the story how to take a bs over...
As I mentioned in RP there are some people with telekinetic abilities and some more stuff...
Or some funny guy found a way to put gas into the ship... let them loot some capsules that look like nanobots and in there is a gas that makes the crewmen and other people fall asleep... Break into the bs, arrest the people and sell them at malta, crete or where ever you want...
What about the situation that someone found a tricky way, but he doesn't want to share it with us... ?
Housetroops could change the ships - it would become impossible to take more bs over...

If you read my post about bloodfrenzy's osiris most of his crew are trained to fight boarding actions and to stop boarding actions.
Just because BS's are suppose to be sealed, air-tight ships doesn't mean you can't get in.
One ship can ram another and then use hatches, viewports etc to get into the other ship.
Fighters can blast a hole into the ship, etc.
If you look at the front of the osiris there's two dark patches on the front of the ship that could be boarding hatches for use once you've rammed another ship.
Like ruth said there's hundreds of possiblities of capturing a cap-ship. Especially if you've already taken out it's support ships and escorts. Or be really crafty and capture the BS and then use it to take out the support and escort ships.
Why try limiting players access to ships?
It'll be hard to enforce unless everyone else uses cap-ship ALL THE TIME or we get a group of server police.

I'm not being server police. I'm doing this for protection of traders. Someones pirating in a battleship I will take him out.
Also for the NPC factions that would have battleships. Corsairs and Outcasts are the only ones who should and thats because they have shipyards and whole systems they alone control. All other pirates just have bases in normal systems. And keep in mind the Corsair's Osiris' are weaker than normal.
