The Phantoms use an Osiris cuz they are buddies with the Corsairs, and it used to be that the Corsair Dreadnought didn't exist and all they had were Osirses. Osiri? Whatever.
Also, that argument doesn't exactly work, as the Revenant is different from most other bases, in as much as it is one-of-a-kind and made for them, the people that designed it wouldn't have put stuff that they weren't supposed to have on it.
Danke Zapp, precisely right, the Revenant has three very specific ships on it. RC, Osiris and OC Dessie. All three of which are light and nimble craft, fitting to a faction that hits and runs,

apart from the Xeno one all four of the others require Admin intervention to get hold of, and we watch Xenos. Watch them like hawks.

what u can do with terrorist ID?...well for the start, mount it on your ship...i tend to use mine as paper weight too...
also, it allows you to attack and if u are good, to kill, almost everything you want, but also paints nice and big "kick me in the but" sign so one may become nice target for joint forces from at least two systems.
It has its perks to fly with that ID, most smart people move out of your way, even more smarter group together and attack you, and those stu...ehrm..."less fortunate" attack you alone and then they can't live with the consequences, so they explode in front of your cockpit...probably provoked by your blazing weapons.
And then, there are those "really unfortunate" ones who simply make sanction report of you for who knows what reason.
