There's a plethora of options besides Bounty Hunter ID(s) to shoot things with. Let those who enjoy the paperwork do the paperwork, let those who don't play other types of characters.
It can become a bit of a drag (it sure did last I Reaved) but it's "part of the job" in my opinion.

This only makes the "make the paperwork optional" argument come to light even more. Except, for those people that think that the drag is too much, they can just not do it and get paid less. It's the best of both worlds. What if you just want to roleplay a bounty hunter but that paperwork just puts you off entirely? I probably would even be MORE willing to do the paperwork as long as I knew I had no time limit on it. I'd get the screens and just post them whenever.
Alternatively, put a 1 week timer on claimable bounties. You don't claim it on the forum within one week, you can't anymore. You're not obligated to do it but you can't do it 3 years after either. Everyone wins.
Bounty Hunters should be allowed to engage pirates without the paperwork. They are simply another lawful faction, I don't see why they should be any different.
Signature violates 1.7, please resize:
1.7 - Pictures that exceed 700px width or signatures that exceed 700*250px*3 MB are not allowed on the forum.

Honestly you could just make the paperwork optional, claimable up to one or two weeks. After that you can't claim kills anymore. (you already have to /time on kills, so)

The paperwork should be optional in the same way that it is for virtually every other faction in the game. Anyone can claim a bounty, but Bounty Hunters are the only ones that cannot engage criminals otherwise.
The way I see it, Bounty Hunters are permanently hired, not just on a contract to contract basis. The NPC faction basically has a blanket bounty on every unlawful faction in the game. The pay should be optional.
