As far as military service is concerned, I am sure our armed forces can adapt to less reliable outside elements and adjust their deployment, authorization and access to weapons accordingly.
It was not my intention to knock the Gendarmerie in any way, on the contrary I believe you can handle the situation at hand- however, standard procedure in the event of any foreign warships visiting our space is simple - the ships in question turn off their weapons systems as there are no reasons for them to have them operational. Same applies for the safe distance from our more valuable assets.

I will be filing a strong grievance to our Grand Admiral (whom I report to) in terms of the order for enlistment - it's not just a matter of security but also of prestige. The Gallic Navy is an elite institution - perhaps mercenary work with the likes of Unione Corse would be suited more to the Sirians before they prove themselves.
I want to stress that enlisting Sirians in the Gallic Navy is a completely unprecedented step, and as you probably know there is a strong belief in our ranks that only native Gauls should be given such privilege.

This is not a military decision, but a political one. These Sirians have no idea how to behave in Gallia and what our values are. They were not brought up by gallic parents, they did not study in our schools, they haven't been influenced by our society.
These people have come from outside, from another culture and they have no place here yet. They have no prestige, major, and our people will not take them seriously until they show they are willing to fight and bleed for this nation as we have. Personally, I doubt this will somehow lower the prestige of our armed forces - no one puts them among our most elite or prestigious units. No one makes them commanders of our proud warships or commanders of our numerous ground forces.
When they have served their time like the rest of us did, they can find a place in civilian life as they wish. They'll have proven their worth to our society by then.
However, if you still wish to complain, I suggest you take it up with the Marechals because, as I said before, this is a political rather than a military one, major.
As for jurisdictions, I don't think there's any point in defining them between any of our forces in this case - your duty is to protect law and order within Gallia and so is mine. If these Sirians are serious about integrating into our society, they'll have no problem meeting all of our conditions and abiding by our rules to the best of their ability.

My grievance has been filed with my superior - with all due respect to the Marechals, she is the one I report to and her orders I will follow.
You seem to have it backwards - as a Sirian you prove yourself so you can enlist, not the other way around. Only their finest commanders that are far too valuable should be even considered for said privilege right away.
To not only allow but push all Sirians on a mandatory basis to enlist is inefficient, a security threat and a big blow to what the Gallic Navy along with it's predecessors have stood for for hundreds of years. The Gallic Union should be above political machinations that bend our proud Gallic principles, this is why the military has replaced the innefficient King and corrupt Confederacy in the first place.

You just answered what the Gallic Union is based on compared to past political setups - anyone can join the army, we don't discriminate between beggars or nobility, fools or smart ones. The Gallic Union is built on equality, personal responsibility and a sense of duty of every citizen.
There is a place for everyone in our armed forces and everyone can serve our nation to the best of his or her ability - whether that person is given a responsibility, a weapon, a ship or just does menial tasks so that those more capable do not have to is a different matter and more of one's personal abilities and achievements.
These Sirians want to become rightful members of our society - so let us show them our ideals and let them show us what they are about and how they will be useful to us.
After all, what better proof of the effectiveness of the Gallic Union than this?

I have listened to all the conditions you have provided in the future evacuation, which are quite satisfactory to us. The agreement was made on the condition that our inhabitants would serve in your army, and I follow its clauses without in any way attempting to suppress them. You have nothing to worry about in this respect.
However, such measures, with civilians abruptly entering Gallic Navy, are somewhat unacceptable from the point of view that people have survived one war and will be plunged into another. It will cause resentment, which will have consequences, which neither I nor you want.
Start the integration with us, the Insurgency officers who will get into your community. We have enough military experience to serve on behalf of your Union, and to influence the refugees in this way. At some point they themselves will join our ranks without coercion from you. Until then, their integration may be limited to beginning simple work on the planet Quillan: they will be able to adapt to your society better than if they became part of your army right away. I think you have enough companies that will provide jobs, shelter, and a roof over refugees heads.

I am afraid we have our orders - all able bodied men and women irrespective of their prior status arriving at Quillan will be readied and put on a waiting list for mandatory enlistment in the military structure of Gallia without exception. There will be plenty of work available for those awaiting their military training and assignments and those not fit to serve due to disabilities or health reasons planet wide, I am sure the Gallic Metal Service will offer fair pay and working conditions. Daycare and schooling facilities will be provided for children of single mothers, fathers, caretakers and families of both parents that will undergo the rigorous training for their mandatory service and/or tours of duty.
I have personally had the "luck" of being present near Planet Veracruz after a disaster on our front thrust me halfway across known space - that that planet is the origin of your people is all I needed to know - our delegation will arrive to inspect the logistical capabilities and optimal routes shortly and first transports will be arriving within days to weeks.

The route all the way there sure was rocky! The Liberty Navy almost got me en route! The Survey team tells me that something seems to be wrong with your docking ring - this might make high speed loading of people troublesome!
The rec, racon errr - data collecting module - also helped to plot a few paths.
Perhaps the Gallic Frigates will be best to go on these journeys - I am returning home, we should be ready to begin the transports whenever ordered! We have left a couple Mobile Medical Units behind, the people seemed to need them.
