Don't try to think too deep in to the puzzles, as you will probably end up 'kicking' yourself when you see the solutions.
I spent a lot of time thinking of the Event and then about 6 hours setting it all up.
So don't expect to finish it in a couple of hours, unless you are extremely clever/lucky.
I do believe 3 people are trying to solve the clue to the 3rd Base and at least 5 people have got past the first Base (things may of changed overnight).
Like a good puzzle, it should be frustrating but fun and the euphoria/kicking oneself when you solve part of it, is enjoyable.
I know that this kind of Event isn't everyone's 'cup of tea' but there again, not everyone enjoys Trade Events or Combat Events.

Ok. Clues to help you get past first base (pardon the pun):
Space is 3 dimensional, so stop thinking 'on the plane'.
He was a pirate, so his Base(s) wouldn't be sat in 'plain' sight.
What do you need to be able to dock on a POB, if it is Hostile? The Base has an Admin IFF so that rules out ID/IFF.
People appear to be thinking too deeply for the solutions. Always try the easiest solutions first, you might be surprised.
The clues will point to, generally, something that highlights what you are looking for.
