I agree, all the French know how to do is slap people and declare them to be brutes. Even French women don't like how feminized French men have become.
HOWEVER, I also agree that restrictions on Gallic role play are far too stringent so I haven't had any compulsion to even try making a Gallic character.

Contrary, they won the French Revolution, however that was against themselves so it 'doesn't' count as winning a war against a foriegn opponent.
To be perfectly honest here, just wait for .86 to roll around, Gallia will hopefully become more interactive with Bretonia/Kusari, both of those Houses don't have the fire power to contend with the Gallic might, specially not with a war going on.
Rheinland/Liberty won't step into the Conflict due to their war, But politics will play an important roll the moment Kusari/Bretonia systems start getting picked off. (Though, that may not happen at all, but it sounds fun...)

Me, personally? I'd most likely RP being a spy gathering intelligence about the other houses. I wouldn't pirate nor trade. The weapons would be for the odd occasion when I'd be caught and need to defend myself from the likes of the LSF, for example. After all, LSF and other like agencies for their respective houses would be my biggest threat as I would be of the same for Gallia.
Of course the perfect cover is "minding my own" as a Junker, in a CSV, CSF, or similar small ship, in a debris field. In actuality I'd be recording communications I've intercepted for the Gallic Intelligence Agency, or whatever it's called, to pick through and find useful information.
How would the LSF, or other agency, catch me? Well, a Junker in a DF not harvesting scrap would be suspicious, wouldn't you say?

I have a lot of people very very interested in a privateer like faction of conscripts. Gallic police and navy ships with sirius guns that are rp'd as gallian (so its not op). They would terrorize council, but as there are never any they would poke at the areas surrounding gallia, mainly give the taus and maybe kusari/bretonia a very hard time, since no council means no one to stop the gallians from harrying its neighbors supplies to allow it supremacy in the coming war.
The whole concept would be a ragged band of the dregs of gallia, junkers who didnt know their place, criminals and others who are avoiding the noose by serving the royalists. They are desperate and will do anything to keep the crown happy enough to keep them alive. They are the walking dead practically. They will fly the most shot up torn up ships the grn, navy and whatever else they can find. Stitched together these ships run on desperation, Gallic pride and much duct tape.
People are just tweaking because they can't get over the fact that Gallic ships and weapons have to stay in Gallia for the time being. And if you complain that Gallia is dead, that's the fault of the players. There are factions starting up and opportunities galore in Gallia, but people don't want to conform to the RP. That's really the issue here.
