They didnt, after the origional story finished, the Order were drastically short of men/ships/resources, the Corsairs gave them resources, built their ships and trained their pilots in return for the blueprints to the Osiris. Now that the Osiris has been upstaged by the newer and more powerful Legate that has just began production, there will be less and less Corsair Osirises, however they will always be there as a second line of defense and as light assault platforms.
As for this, i would say this is a much better solution than a complete ban on each other using the opposite faction ships, at least this way things can be sorted out in RP. Though that no longer seems to matter much.
The point of this chart - which has been developed by both corsair and order leaders - is to both keep track of approved ships, as well as to overrule the tech chart written by xoria (which is, quite frankly, crap). Not everything can be in black and white, so it was decided that something both sides agree upon should be written up and made official. The admins can change rules to match this chart once it's finalized.

The Osiris plans (while stripped of advanced technology) were given to the Corsairs. The Osiris can be bought at Corsair guard locations, and the Corsairs have many stationary osirises used as bases throughout sirius. It was agreed by both sides that the Osiris can be constructed by the corsairs, and should be open for use by them as a light battleship alternative to their dreadnaught.
The Carrier is a far more recent and more advanced craft, which the order is not willing to share outside of special circumstances. That's why it is restricted, despite being a lower shipclass than the Osiris.
Two different types of ossies would be interesting, Corsair Osiris and Order Osiris. I dont know what would be different about them because of their factions though, what's corsairs capship techniques/styles?
Corsairs use corsair tech and ships. Order uses theirs. I dont even want to see our guns used on order ships and opposite order guns on corsair ships. (that includes pulses)
I doubt order would like to see pirating activity in their ships. And to remind you corsair who doesn't pirate just ain't a corsair. From my perspective. Neither Corsairs are a faction which likes to share their ships and technology.
And osiris.. heh it isint shared it is builded by both factions.

That, to me, doesnt sound like the attitude close allies should be taking towards each other. While some technologies do need to be restricted and kept out of the hands of your average lolwutters, there's no reason others cannot be shared.
Also, Coladas are more important to the corsairs than tizonas, being the most powerful shieldbusters in the game (short of the inferno cannon) right now - and you'll notice that I kept those restricted.
So far, all of order high command, and most of the corsair elders, seem to be supporting the chart in it's current form. I'll give it another couple of days, then post the finalized version.
I support the first post. I never understood why the Order and the Corsairs restricted their technology. Tenacity's right, it can't be so black and white.
