Because pencil, people ABUSED it. It WAS allowed until it was abused. Mostly the reason for it was the FEAR.
During the AW/HF vs. SA/SF war, FEAR was on the SA/SF's side. In addition to massive shield running, the FEAR would redock everytime they ran out of nano bots and shield batts. Redocking for ammo would be fine. But they redocked, repaired, bought new bots/batts, and new ammo.
You can't beat someone if they just keep docking, while you can't because of RP. Hence, why its now against rules, because the pvp of the server would no longer exist. It would be the best docker wins, if anyone does.
IMHO, the defenders should have a totally unfair advantage over invading ships.
The last version of the rules had a section that said home system defenders were allowed to respawn as many times as they wish. This made good RP sense, as the defenders should have spare ships and repair facilities available.
The attackers should expect ships to dock at their home base. If the attackers want to prevent that, they should draw their opponents away from bases.

Actually, it isn't just unlimited respawns in home systems.. Factions can actually make rules in their home systems that violates server rules. SOME server rules can't be overdone by faction home-system rules, but most can. Basically none of the serious (like cursing at people, making sexist/racist comment) can be overridden, but the lower-level rules, like respawn limits can be.
Also, its not against rules, that kind of came out wrong, but docking in mid-fight is considered a death. Its in a thread somewhere..
This might be a silly suggestion but here goes the noob......
How about programing a Keyboard shortcut that opens an Equipment screen from space, when you have a station targeted. It would not allow equipping and buying of weapons or shields or etc, but would allow the purchase of bots/bats and ammo. With the reloader out in space he would have to be quick, or else die from being an open target. This also eliminates the abuse or repairing and re-entering a fight, because you never technically left. Just an idea........

Docking at a safe port seems like a perfectly legitimate method of running like the fleeing cowards are, especially for traders trying to wait pirates out.
Maybe if Repair costs were increased it would stop people taking advantage of it?
I don't agree. In diverse combat situations, if the odds are overwhelming, you run for your life. You are no use dead. Better dock, get help, come out and attack. And in combat, if I dock to replenish, i won't buy b/b nor repair my ship. Just get ammo, or weapons if I lose them. That's all. Shield back on full should be enough for a player who just docked after he sustained damage.
Concerning the PvP server...I had characters deleted there three times (including the time when the server was called "Rogue Ideas"), in the third I was already joking with the chars names. Might I trust that server after all that? Spend lots of hours with trading to see all the money vanish? Give me 500 million as a start and then I will trust on it.

they got deleted after the database wipe and also the inactive player wipe,
Now talking about the 500 million, you missed that boat when the player wipe was done, it was posted on Rogues and discovery for members to remake accounts and the credit would have been added, dont sit here and whine about the old days do something for tomorrow:)

-docking in combat makes perfect RP sense especially in a home system.
-rearming and repairing(getting a new ship) makes sense too, your attacking someone's home base so it shouldn't be easy. Saying they shouldn't be able to dock and come back out would not make much RP sense...attacking a fully fortified and populated base and not expecting to run into defenders resembling a swarm of bees is not realistic.
-In other space RP games (EVE-Online) they dealt with death by having Clones which would make sense RP wise. at the home base you could have a clone of yourself and you could say that everytime you take off your memories are downloaded as a backup incase you die.
-having your opponent dock in battle seems like it would make it harder to dominate their home system which makes sense and it would make it an even sweeter victory if you can completely drive them back to their homebase and keep them there for an extended amount of time blasting them everytime they undock.
am i making sense?
i don't argue that it's frustrating to have an enemy almost dead just to have them dock. maybe pick your battle ground a bit better next time...either way if an opponent runs count it as a win and run yourself...chalk it up as a skirmish and try drawing them away from dock.
- maybe one thing to help with the docking problem is not enable the instant docking (with stations or planets) to me instant docking with stations or planets doesn't make RP sense either unless you want to take damage and possibly blow your ship up anyway. to safely dock it needs that sequence.

Well I think this is starting to sound like the discussion I was trying to have with the TBH boys in new london:)They attacked us, as they have every right to do:), but seen as it's one of our home systems, I thought there was a defence bonus (ok I must admit... that was how it was back when I first left, and yes I should of made sure the rule was still in) anyway, as I remember it, the defence bonus meant, that someone killed on the defenders side could respawn after 10min of being dead and out of the system (correct me if I'm wrong, but I think that's how it went)
I mean there is no perma death in FL, so what is going on is, we all end up ejecting. So say I ejected near cambridge... I wouldn't take longer than 10 mins I think for "find & rescue" to find me and bring me back home. A quick check to see I have no long term damage, then back into a new fighter to carry on the war. Maybe 10 mins needs to change, but I used to like this idea. But docking during the fight is another issue altogether. Not sure that should be allowed, but.... why not make it so cap ships are the fighter support. I.e give your local cap ship some extra ammo that you use like CDs, torps, missiles, mines ect, so that if needs be, you can quickly do a trade, infact it will be up to the fighter and cap ship to get it fight so the fighter doesn't get killed while transferring new ammo.
