Using the armor slot is a good idea. That way you have to choose between ECM and armor. Hence, we will be avoiding the "100% of the players using ECM" problem.
Ships are still visible, but as they don't show on HUD, you have no crossair to aim your shoots to.
A player will have to drop out of cruise. That is to avoid the engine torch from being seen at a distance.
We can conclude from all this that cruiser or bigger won't use ECM, as they are clearly visible from almost 8k as fat moving objects.
The power drain will have to be tweaked so the thing lasts enough for a 20k incursion. That is to see the intended target, go in, scan and go out without the ECM running out of energy in the middle of the run.
Such device would be very useful for pirates, as the current tendency is to dock or F1 as soon as the pirate enters visual range (15k). And will encourage the use of small ships as tactical stealth strike vessels. Having advanced-position scout ships for your fleet will be useful too, as they can go 10k in front of the fleet and warn about threats with minimal detection risk.

1 possible glitch: NPCs
if players can't see the lurking enemy, how will it work with NPCs? Could 1 bloody hostile starflyer blow off the cover by attacking something invisible for the players?
NPC spawn a 2k distance, so they will see you either way.
Note that all this is just theoretical. We have to wait for Igiss comment on the matter, and he is hell of busy. BEcause of that, i dont hold much hopes about this being implemented. Unless we can recruit more modders for our cause.

Hmm.... not a bad idea at all. Very good, in fact (in my opinion). But I think it should replace the Shield slot instead. Then only real recon ships would use it.

*raises hand* I'm a modder (.ini file-wise). Not great with systems (having Dab bug-test my first one now... or trying to.), but I'm not bad at ships/equipment. I don't claim to be great or anything... but I'm here if you ever start wanting people to start helping create things besides models/systems.
We just recently introduced cloaks where I'm from. So far it's working out really well. Sure there was a short period where everyone was flying around in a cloaked ship - but once the novelty wore off it has become a very balanced and fun addition to our mod.
All I'm saying is that it CAN work. And honestly I was very against the idea when it was first introduced in our admin chat, it even started a ton of fights. In the end we all agreed to give it a shot - and I must admit, it is fun.
Many clans have been using the ships to scout out a system before attacking another clan. Locating where a storage ship is and directing the other members to the area, the benefits are too many to number. And it has really been adding to our RP.

I've gotta say I love the idea of an ECM, it would be great for both pirates and smugglers who keep it small (sticking to freighters instead of transports). I don't think putting it in the shield slot would be a good idea, because then it would be pretty close to useless. From my (limited) experience, most fighters and freighters can't last long in combat without their shields, and even with ECM you would still occasionally have to deal with NPCs popping up and trying to kill you. Armor slot seems like a good idea compromise.
I think ECM is an infinitely better option than cloaks, for all the reasons said above.
I have the dedication, but not the knowledge for modding. If someone could point me to a tutorial/tool to learn system modding, I'd be much obliged. Or .ini modding, or anything that would be useful to Discovery.

The ECM sounds like a good idea, but this probaly would not come at a cheap price. But what about an EMP it makes all ships shut down for about 30secs to about 1 min with in a 10k radius but this would be an Expencive asseset, like in the 800mill range?

I like the EMP Idea... some sort of super-horrendously-expensive torpedo. We'd have to give it a short fuse, though, and the craft that fires it would be pretty well incapacitated , too. Also, will the game allow for something with that big a blast radius?
