I am the Dragon Leader. I am intrigued by this proposal. If you have read any of the RP I have tried to encourage within the Dragons - you will see that I have been trying to encourage diversity of thought.
The Dragons have not only their own rich history over several centuries - but also actively recruit from among the radicals in Kusari academia. It is only natural that differences of opinion will emerge.
All I can offer is this - that you dont have to be an entity that is removed from Kyoto. If you are a clandestine group with over-arching goals then I would welcome you to participate in the Imperial Court.
Within the Court - there are traditionalists, people who advocate the creation of a separate state, hell even pro-democracy activists!
Ultimately, the Taishogun wants the Hideyoshi line reinstated on the Kusari Throne. The nature of any new government, and the actual power granted to the ruling Taishogun is an entirely different matter.
I put it to you sir - that your 'enemy' within the Dragons is not the Taishogun himself - rather it is the ruling, militaristic Shoguns under him that would be most hostile to your group - for it is these Shoguns that would be sidelined under a regime that grants greater freedom to the people.
